Call to Order: The meeting was called to order at 3:02
p.m. by President Dan Payne.
Quorum: A quorum was established with fifty (50) members
present.
President Payne introduced Larry Pirtle who presented information
on Neighborhood Watch. They are still looking for more members.
They are sponsoring Litter Pick-up on March 15th, meet at the
Activity Center to get your bags, no areas over two blocks. Keiki
ID in June by the Community Policing Officer, and a Trunk &
Treat Night at the Activity Center for Haloween, Decorate your
cars, dress in costume, and the kids can Trick or Treat at the
cars. Meeting are third Thursday each month at the Activity Center
Library at 7:00 p.m.
Introduction of Directors: Dan Payne, President; John Vurich,
Vice-president; Don Tinker, Secretary; Wayne Graber, Treasurer;
Jesse Crawford, and Suzanne Mayhew, General Manager
Minutes of Membership Meeting of June 30, 2002: Wayne Graber
moved to approve the minutes of June 30, 2002 as written, seconded
by Elva Jones, the motion carried unanimously.
Committee Reports:
Legal & Government - Chair Vurich reported the 20 acre parcels
the Association owns are deed restricted, we are looking into
getting the restrictions lifted. There is a map in the office
and on the website that shows the locations of the properties.
Activity Center - Chair Tinker reported the swap meets
are still doing poorly due to the many Farmers Markets
in the Puna area. The AC is available for rentals, check with
the office.
Policies & Procedures - The Board is still reviewing
the draft presented by the committee. A new policy is being developed
regarding Special Use Permits. Due to our limited resources
to identify business in HPP, we have suspending multiple road
fees for businesses.
Newsletter - Chair Walt Bell reported the next newsletter
will be in May, volunteers are needed, call Walt or leave your
name at the office. We are also looking for articles and comments.
President Payne advised the cost of mailing the newsletter is
about $5000 in addition to many volunteers. We are looking into
putting bulletin boards at each mailbox area for better communications
with lot owners. We also have information on our website at <
hawaiianparadisepark.org >. A member suggested to use Filemaker
Pro for the database, and get e-mail addresses to e-mail the newsletter
to those with computers to save money.
Malamalama School - The Association owns the property.
The school's lease provided two one-half scholarship per year
for HPP lot owners, and applications are now being taken by the
school.
A short recess was taken at 3:18 p.m. to allow State Representative,
Ed Case, to address the meeting. The meeting resumed at 3:40 p.m.
Road Maintenance - Because of the Receivership of the past
few years, we began this year $300,000 short. We have cut back
on road maintenance and stopped buying material, in order to have
more money for paving. We were able to pave three miles of lateral
roads for $248,000, and we chose roads that had the highest maintenance,
28th Street, and Beach Road. One member asked that with the paving
of roads, we keep a rural character to them.
In order to stop the high maintenance at the intersections of
the side roads, the policy now is to pave the aprons off the main
roads.
President Payne wrote to our State Representatives asking for
a Federal loan at 3% interest in order to pave all of our roads.
In the survey that was mailed previously, paving was a priority,
however, an increase for paving was rejected. We will be sending
out another survey.
Some members were not in favor of paving, they believe it will
increase speeding on the roads. Larry Pirtle of Neighborhood Watch
advised that if you observe someone speeding, take down the license
number, day, time, location, and notify the police. We need to
watch our community, the police do not have the manpower.

New Business:
Establish a Nominating Committee - The terms of Board members
of District 2, 3, and 4, expire at the end of June. We need to
establish a Nominating Committee. Ruth Mizuba, Craig Brigham,
Maryanne Wilson, Rolland Hendrick, and Tess Tinker volunteered
to be on the Nominating Committee.
Establish a Bylaws Committee - Specific items that need
to be reviewed are - Article XV, Section 4, item (c); and President
Payne suggested that the Board be able to recommend Bylaw amendments
to the membership. Bobbie Stutsman, Walt Bell, Ron Phillips,
Bobbie Alicen, Ruth Mizuba, Jesse Crawford, and Don Tinker volunteered
to be on the Bylaws Committee.
Member Input:
Darrell Crisp read a letter of resignation from the Board by Floyd
Lundquist. Darrell added that he believed the President illegally
appointed an Executive Committee, as it was not approved by the
Board. He also believes a committee should be established to oversee
expenditures of the Association, and disbursements by the GM.
President Payne advised this will be corrected at the next meeting.
Unleashed dogs are becoming a problem with walkers in HPP. Ruth
Mizuba suggested to contact the police and Humane Society. We
need to keep the authorities informed about the problems we deal
with every day.
Dennis Triglia moved that since Association money was used for
a newsletter which advertised the formation of a Boy Scout Troop
in HPP, and the Boy Scouts discriminate against homosexuals and
atheists, that no further Association money be used to promote
the Boy Scout organization in any form. Seconded by Marklyn Wilson.
It was suggested to not have HPPOA involved, however, Director
Crawford advised the Board voted to sponsor the Boy Scout Troop.
Tess Tinker advised that even with their restrictions, the Boy
Scouts give to the community by providing boys with organized
activities. The vote was 9 in favor, 30 opposed, the motion was
defeated.
